The Workshop on ‘Issues Related to Spectrum Policy and Management’ was held on August 29, 2017, 13:00 to 17:30 hrs at the Conference Room, 13th Floor, Department of Telecom, Sanchar Bhawan, New Delhi, jointly organized by IITCOE, IIT Bombay, DoT and TSDSI. The core objective was to give inputs in the White Paper on 5G Spectrum. This workshop was held in the presence of Additional Secretary (T) and the Deputy Director General (International cooperation), DoT.


We recognize the importance of appropriate spectrum management, instruments and institutions in the way forward for the realization of Digital India initiative and growth of the economy. With spectrum being a critical resource for the emerging service needs and user scenarios, future developments in mobile broadband (MBB) and M2M will drive future spectrum roadmaps. Given our prior experience of spectrum management, how should we encapsulate the way forward in National Telecom Policy, which institutions and instruments are likely to emerge as the most suited ones for the future, are some of the pertinent issues to be addressed in the new National Telecom Policy to be announced soon. Among other aspects you may also consider the scope of 5G technology. What are the corresponding spectrum requirements? Understanding of global initiatives (ITU, WRC, etc.) and spectrum harmonization. India specific holistic view of spectrum requirements (3G/4G/5G) and strategies for 5G spectrum management in India, different options regarding it, pros and cons, etc.
